In this quest you have to find Prapor [📍show on map Woods]'s package on Woods. It can be found in 1 of 2 locations in the northwest building of the train depot. The depot can only be accessed via the BTR Driver's taxi service. After collecting the package, you have to hand it over to Prapor in his quest Shipping Delay - Part 1, afterwards you can complete this quest.

It is also possible to leave the depot through walking on top of the western train. When walking on top of the train it is important to stick to the center to not get hit by snipers or mines.
