Scavs can commonly be found at the front of OLI, Goshan, IDEA. Another spawn is in the main center hall of the mall, near the Kiba gun store. You can find more at power station, and also the road that runs parallel to the mall on the opposite side of the parking lot.
The quest name is likely a reference to the slogan "Make America Great Again", which was used by several US presidential election candidates in their election campaigns.
