Completing the quest Battery Change from the BTR Driver automatically fails this quest.
In this quest you first have to find a KOSA UAV electronic jamming device in the airspace control center (White King) on Reserve. There are multiple spawns. Afterwards you have to stash it on Woods, at a gravesite south of the dilapidated village in the north.
The device can be found in different spots in a storage room on the first floor of the airspace control center (White King).
