In this quest you have to kill 10 Scavs in the underground warehouse on Reserve. The wanted warehouse is located in the northwest and marked with "Π". Usually you won't find 10 Scavs in one raid there, so you need to return over multiple raids. Since Scavs are attracted to dead bodies, they can be baited into the kill area.
