The Key to the closed premises of the Health Resort has to be picked up on Shoreline, laying on a chair in the bunker that is located north of the health resort. It only spawns while the quest is active. Once retrieved, you must extract and turn in the item to Peacekeeper. If you die after retrieving it and before turning it in, you will have to go and retrieve it again.
