After the Backup plan quest, we have a choice – to continue tasks from Ref or from the Skier. If we will complete this quest – tasks in the Skier chain become unavailable and vice versa.

Go to the Shoreline location with the masks, go to the direction of the fishing village. The masks must be laid in the house with a circle of cultists. Also you can find pillagers near the village.

Find a place to plant masks in the house on the Shoreline map
