You can use the M7290 grenade, the Zarya grenade or a KS-23M with the Zvezda flashbang round to cause the stun effect for this quest. Factory is a recommended location for this quest, as there are ample opportunities to engage PMC's at close distance, thus reducing their chance to escape the stun effect.
