In this quest you first have to find the Incriminating letter on the third floor in the northern building of the industrial plant on Customs. Afterwards you have to transit to Reserve and stash it on the third floor of the military headquarters (Black Bishop). Next you have to transit to Woods and kill any 3 targets there. Lastly you need to transit to Lighthouse and launch a yellow flare at the train station and the pier, and extract. While doing these objectives, 10 Scavs also need to be killed. Dying or extracting at any point before completing all objectives will reset fulfilled objectives besides collecting the Incriminating letter .

Note: Changing the game mode at any point before handing in this quest will sometimes lead to fulfilled objectives resetting. This includes Scav raids, practice raids and switching between online and local raids in the PvE mode.

Customs Letter location

The letter can be found in different spots in the office on the third floor of the northern building at the industrial plant.

Lighthouse Yellow flare launch locations

Shoot a yellow flare into the sky while being in the specified areas. If the flare doesn't reach a certain height, the quest objective won't complete. If you use the handheld RSP-30 yellow flare, make sure to aim it upwards, but not too much or it lands behind you.
