To hand over a weapon it must be in usable condition. If a weapon's icon is red, it is missing vital parts and can not be turned in.
The EMR arctic variant of the 6B47 helmet can currently not be used for this quest.
The DRD body armor can not be used for this quest. PACA armors with enhancements (yellow background) can also not be used.
